KU:s tolkning av den ändring som FIA gjorde i International Sporting Code paragraf 18 och följande.
§18. National events
A national event may, at the discretion of the authorizing ASN, accept the participation of licences-holders from other ASNs. In the karting discipline, any competitors and drivers wishing to take part in a national event abroad in which the participation of licence-holders from ASNs other than the one that has issued them is admitted, must be holder of an international FIA licence.
Detta betyder att alla kartförare som vill tävla utanför sitt hemland måste ha en internationell licens, och det i sin tur betyder att föraren måste fylla tretton år eller mer under det år då föraren söker internationell licens
If the national event forms part of a national championship or series, competitors who are foreign licence-holders will not be eligible to score points in the classification of the said championship or series. The allocation of points in the ranking of the said championship or series must be done without taking the competing foreign licence-holders into account.
Detta betyder att en förare som deltager i en nationell tävling utomlands aldrig kan få tillräkna sej mästerskapspoäng. (Detta är fortfarande en begränsning för serier, och KU får försöka kolla om det finns undantag. )
Competitors and drivers who wish to take part in a national competition organised abroad can only do so with the approval of their own ASN.
För svenska förare är detta inget problem. Den internationella licensen från SBF har en ”General Starting Permission” inskriven på baksidan. För svenska arrangörer av nationella tävlingar som tillåter utländska förare blir det att kolla att förarna har starttillstånd från sina ASN.

Detta betyder att en svensk förare med internationell licens får tävla i en nationell tävling i ett annat land förutsatt att tävlingen är införd i landets nationella kalender . Motsvarande gäller för utländska förare som vi tävla i en svensk nationell tävling. Den svenska nationella tävlingen måste vara införd i den svenska tävlingskalendern..
§110. Right of issuing licences.
Each ASN shall be entitled to issue licences:
to its nationals;
to the nationals of other countries represented on the FIA, in compliance with the following statutory conditions:
a) that their parent ASN gives its prior agreement to the issuing which may only take place once a year and in special cases;
b) that they can produce for their parent ASN (the country of their passport) a permanent proof of residence in the other country (any person aged less than 18 years on the day of the request must provide an attestation that they are in full-time education in the orhet country).
Detta betyder att om en förare som inte har fyllt 18 år vill tävla med en licens från ett annat land, så måste föraren kunna bevisa för sitt normala ASN att föraren dels är permanent bosatt i det andra landet och dels att föraren har en ordnad utbildning/skolgång i det landet. Man får också bara byta licensland en gång om året.
